What is EPR

In the context of the CPCB (Central Pollution Control Board) in India, EPR stands for Extended Producer Responsibility.

In India, Extended Producer Responsibility (EPR) Certification is a mandatory CPCB compliance for all Producers, Importers, and Brand Owners (PIBOs). This framework legally requires businesses to manage and recycle the post-consumer waste generated by their products—including plastic packaging, e-waste, batteries, and tyres

End-to-End CPCB EPR Compliance Management

Navigating the Central Pollution Control Board’s digital ecosystem doesn't have to bottleneck your operations. We help Producers, Importers, and Brand Owners (PIBOs) seamlessly manage registrations, credit targets, and statutory audits.

Core Waste Categories Regulated by CPCB

Educate your visitors on the specific regulatory frameworks managed under the centralized portal.

📦

Plastic Waste Management (PWM)

Regulated under the Plastic Waste Management Rules, targeting all packaging sub-categories:

  • Category I: Rigid plastic packaging.
  • Category II: Flexible plastic packaging (single or multi-layer).
  • Category III: Multi-layered plastic packaging (at least one layer of plastic and other materials).
  • Category IV: Compostable plastic sheets and packaging.
🔌

E-Waste (Management) Rules

Mandatory recycling targets for producers and importers of Electrical and Electronic Equipment (EEE), covering information technology, telecommunications, and consumer appliances.

🔋

Battery Waste Management

Applicable to all types of batteries (EV, industrial, automotive, and portable), ensuring safe collection, refurbishment, or material recovery targets are logged on the portal.

🛞

Waste Tyre Management

Regulated targets ensuring that domestic manufacturing and tyre imports are offset by verified recycling and rubber/pyrolysis processing credits.

The CPCB Portal Compliance Lifecycle

A clear look at the operational steps required to maintain a clean compliance record.

Proactive Registration
Onboarding your entity on the CPCB centralized online portal with clean data mapping to prevent processing delays.
EPR Action Planning
Formulating and submitting target waste collection and recycling strategies that match legal obligations.
Wallet & Credit Tracking
Continuous oversight of your digital CPCB wallet—monitoring opening balances, credit procurement validation, and strategic target exhaustion.
Annual Return Filing
Validating historical market introduction metrics and filing mandatory annual returns within statutory timelines.

⚠️ The Reality of Environmental Compensation (EC)

Create urgency by highlighting the legal realities of CPCB enforcement.

The CPCB enforces strict penalties under the "Polluter Pays" principle. Failing to meet your annual recycling targets, delayed return filings, or utilizing unverified credits can attract severe financial liabilities.

Our technical due diligence team protects your enterprise by thoroughly auditing third-party recycling assets and protecting your supply chain from regulatory penalties.

The CPCB EPR Registration Lifecycle

A transparent, engineering-backed compliance roadmap

Application Setup

Digital onboarding on the centralized CPCB portal for Plastic, E-Waste, Batteries, or Tyres.

Dossier Compilation

Structuring statutory business documents (GST, DIC/Incorporation) and authorized recycler agreements.

EPR Logistics Plan

Designing a mandatory waste-mitigation strategy mapping out trace recovery frameworks.

Scrutiny & Review

Dedicated handling of technical evaluations and clarification requests from CPCB officials.

Certificate Grant

Receipt of the statutory EPR license required to legally operate and sell across India.

Post-Compliance Monitoring

Continuous transaction logging, annual returns filing, and timely license renewals.

Frequently Asked Questions

Common questions about KSPCB consent, compliance, and environmental regulations in Karnataka.

KSPCB (Karnataka State Pollution Control Board) consent is a mandatory approval for any industry or establishment that generates air emissions, liquid effluents, or solid/hazardous waste. Operating without valid consent is a legal violation under the Water Act (1974) and Air Act (1981), and can result in closure notices, penalties, or criminal liability.

CFE (Consent for Establishment) — obtained before construction begins. It is a No Objection Certificate confirming the proposed activity meets environmental norms.

CFO (Consent for Operation) — obtained after construction is complete and before production begins. Both are mandatory under KSPCB regulations.

Timelines depend on the industry category (Red, Orange, Green, or White):
Green / White: 15–30 days
Orange: 30–60 days
Red: 60–90 days (may involve site inspection)
Delays most often occur due to incomplete applications. Green Shores ensures all submissions are complete on the first attempt.

Core documents include: site plan and layout, process flow diagram, raw material and product details, ETP/STP design, pollution control measures, land ownership/lease documents, local body NOC, and factory licence. Additional documents may be required based on industry category. Green Shores prepares and verifies all documentation before submission.

Yes, if your industry generates process effluent or sewage that cannot meet KSPCB discharge norms without treatment. An ETP is required for industrial process wastewater. An STP is mandatory for establishments generating 20+ KLD of sewage. KSPCB will not grant CFO without a functional ETP/STP where applicable.

ZLD is a treatment approach where all process effluent is recycled within the facility — zero liquid waste discharged to the environment. KSPCB and the NGT mandate ZLD for industries such as textile dyeing, tanneries, distilleries, sugar mills, and certain pharmaceutical units. Green Shores designs cost-effective ZLD systems tailored to your industry scale.

Monthly returns include effluent quality data, stack emission reports, and water consumption details. Annual filings cover a comprehensive environmental performance report. Failure to submit on time can result in consent suspension. Green Shores manages all recurring filings so nothing lapses.

Under the Hazardous and Other Wastes Rules (2016), industries must obtain KSPCB authorisation, maintain a waste manifest system, store waste in designated areas, and dispose only through KSPCB-approved recyclers or TSDFs. Green Shores handles authorisation, waste audits, and coordination with approved disposal agencies.

Under the E-Waste (Management) Rules 2022, producers, manufacturers, bulk consumers, and dealers of electrical/electronic equipment must obtain EPR (Extended Producer Responsibility) authorisation from CPCB. This includes IT companies, hospitals, educational institutions, and manufacturing firms. Green Shores manages the entire EPR registration and annual compliance process.

Operating with lapsed consent is treated as operating without consent — consequences include show-cause notices, closure directions, financial penalties, and criminal prosecution of company officers. Renewal applications must be submitted at least 4 months before expiry. Green Shores tracks renewal calendars for all clients and initiates the process proactively to ensure zero lapses.
